The City of Eldoret Manager, Ms. Elzeba Busienei, on Thursday chaired a consultative meeting to assess the City’s preparedness for the Kenya Urban Support Programme (KUSP) Annual Performance Assessment II (APA II) and to review progress in the transfer of functions from the County Government of Uasin Gishu to the City of Eldoret.

The exercise of transfer of functions is in line with the Urban Areas and Cities Act and Article, as inspired by Article 184 of the Constitution of Kenya 2010.

The meeting confirmed that the City is fully compliant and ready for the assessment.

Ms. Busienei commended the technical team for its commitment and teamwork, noting that strong collaboration continues to drive the City’s development agenda.

She further affirmed that the City’s institutional capacity has significantly strengthened, positioning it to effectively assume additional functions as provided for in law.

Members of staff were also briefed on a recent two-day technical committee session that reviewed functions earmarked for unbundling and transfer to the City.

Functions currently being undertaken outside the City’s jurisdiction will be reassigned to the Department of Environment.

Deputy Director for Administration and Planning, Mr. Francis Chirchir, and Cyprian Chesire, standing-in for KUSP Coordinator, reported that the committee diligently executed its mandate and will submit a comprehensive report upon completion. They commended the City Manager for her leadership and continued support throughout the process.

Also present at the meeting were Deputy Director Leah Birgen (Corporate), Assistant Directors Kassim Swalleh (Corporate), Emmanuel Biwott (Communication), and Peter Too (Roads), alongside other members of staff from the City of Eldoret.
